  To provide that the rule relating to ``Short-Term, Limited-Duration 
Insurance and Independent, Noncoordinated Excepted Benefits Coverage'' 
  (89 Fed. Reg. 23338 (April 3, 2024)) shall have no force or effect.

  Mr. Carter of Georgia (for himself, Mr. Buchanan, Mr. Crenshaw, Ms. 
    Letlow, Mr. Allen, Mr. Smucker, and Mr. Kelly of Pennsylvania) 
 introduced the following bill; which was referred to the Committee on 
Energy and Commerce, and in addition to the Committees on Education and 
    Workforce, and Ways and Means, for a period to be subsequently 
   determined by the Speaker, in each case for consideration of such 
 provisions as fall within the jurisdiction of the committee concerned

  To provide that the rule relating to ``Short-Term, Limited-Duration 
Insurance and Independent, Noncoordinated Excepted Benefits Coverage'' 
  (89 Fed. Reg. 23338 (April 3, 2024)) shall have no force or effect.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Healthcare Freedom and Choice Act''.

SEC. 2. SHORT-TERM, LIMITED DURATION INSURANCE RULE NULLIFICATION.

    The final interagency rule published by the Internal Revenue 
Service, the Employee Benefits Security Administration, and the Health 
and Human Services Department relating to ``Short-Term, Limited-
Duration Insurance and Independent, Noncoordinated Excepted Benefits 
Coverage'' (89 Fed. Reg. 23338 (April 3, 2024)) shall have no force or 
effect.
