 To require curbside delivery of mail at certain housing developments, 
                        and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REQUIRING CURBSIDE DELIVERY OF MAIL AT CERTAIN HOUSING 
              DEVELOPMENTS.

    (a) In General.--The United States Postal Service--
            (1) shall provide curbside delivery of mail to residents of 
        any housing development; and
            (2) may not obligate or expend any funds (including amounts 
        within the Postal Service Fund under section 2003 of title 39, 
        United States Code) to cease or otherwise limit curbside 
        delivery at such a development.
    (b) Housing Development Defined.--In this section, the term 
``housing development'' means a cluster of 50 or less single family 
homes in a subdivision, neighborhood, or other similar grouping of 
residences, as determined by the Postal Service, that is located within 
300 yards of any other residence that receives curbside delivery.
