FEC's own “incumbent” classification is broader — it includes former members running to reclaim a seat — so the count here is tighter than what /data/candidates on FEC's site would show. Open-seat filings happen when the incumbent isn't seeking re-election (retirement, running for another office, or after a resignation). The 2026 cycle has unusually many because of the Senate appointments (Rubio, Vance, Braun) and a heavy House retirement field.
