                                 A BILL

 
 To require the Comptroller General to submit to Congress a report on 
                    grants, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Grant Responsibility and 
Accountability for Numerical Transparency Reform Act of 2026'' or the 
``GRANT Reform Act of 2026''.

SEC. 2. FEDERAL GRANTS.

    (a) Annual GAO Report on Federal Grants Required.--Not later than 6 
months after the date of the enactment of this Act, and annually 
thereafter, the Comptroller General shall make available on a publicly 
available website and submit to the relevant committees of Congress a 
report on Federal grants, with respect to the previous fiscal year, 
that includes the following:
            (1) The name of, purpose for, and amount of money dispensed 
        for each grant.
            (2) The name of the entity that received funding for the 
        grant.
            (3) The name and a description of the project the grant is 
        funding.
    (b) Project Reports From Grant Recipients Required.--
            (1) In general.--Not later than 3 months after the date on 
        which a project is completed, a recipient of a Federal grant 
        for that project shall submit to the Comptroller General a 
        report on the following:
                    (A) The aggregate amount of Federal funds used for 
                salaries under the grant.
                    (B) The names of and amount of payments to 
                subcontractors.
                    (C) The amount of administrative costs, materials, 
                and any unspent funds.
                    (D) Any other information determined by the 
                Director of the Office of Management and Budget.
            (2) Penalty for noncompliance.--Any grant recipient that 
        does not comply with paragraph (1) shall not be eligible for a 
        Federal grant until the requirement is met.
            (3) Applicability.--This subsection applies with respect to 
        any grant distributed on and after the date of the enactment of 
        this section.
    (c) GAO Annual Report.--Not later than 9 months after the date of 
the enactment of this section, and annually thereafter, the Comptroller 
General shall submit to the relevant committees of Congress a report 
that compiles the information submitted pursuant to subsection (b)(1).
    (d) OMB Guidance.--Not later than 3 months after the date of the 
enactment of this section, the Director--
            (1) shall issue guidance on the reports required pursuant 
        to subsections (a), (b), and (c); and
            (2) shall notify grant recipients of the report requirement 
        described in subsection (b).
    (e) Definitions.--In this section:
            (1) Director.--The term ``Director'' means the Director of 
        the Office of Management and Budget.
            (2) Relevant committees of congress.--The term ``relevant 
        committees of Congress'' means the following:
                    (A) Each authorizing committee of the House of 
                Representative and the Senate.
                    (B) The Appropriations Committee of the House of 
                Representative and the Senate.
                    (C) The Committee on the Budget of the House of 
                Representative and the Senate.
