                                 A BILL

 
To clarify surface transportation for subsistence users of Gates of the 
 Arctic National Park and Preserve under the Alaska National Interest 
                        Lands Conservation Act.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Anaktuvuk Pass Food Security Access 
Act''.

SEC. 2. TRANSPORTATION FOR SUBSISTENCE USERS.

    Section 201(4)(a) of the Alaska National Interest Lands 
Conservation Act (16 U.S.C. 410hh(4)(a)) is amended by adding at the 
end the following: ``Notwithstanding any other provision of this Act or 
other law, the Secretary shall permit local residents of Anaktuvuk Pass 
to use snowmobiles, motorboats, all-terrain vehicles, utility terrain 
vehicles, tracked utility vehicles, and similar off-road vehicles for 
subsistence purposes. Section 811 shall not apply to the subsistence 
uses authorized in this paragraph.''.
