                                 A BILL

 
To prohibit discrimination in coffee shops, cafes, tea houses, or other 
informal dining establishments on the ground of religion, race, color, 
    sex, gender identity, sexual orientation, national origin, age, 
   disability, genetic information, or veteran status, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Grounds for Discrimination Act''.

SEC. 2. DISCRIMINATION AT COFFEE SHOPS PROHIBITED.

    (a) In General.--All persons shall be entitled to the full and 
equal enjoyment of the goods and services of any coffee shop, without 
discrimination or segregation on the ground of religion, race, color, 
sex, gender identity, sexual orientation, national origin, age, 
disability, genetic information, or veteran status.
    (b) Enforcement.--This section may be enforced in the same manner 
as a violation of title II of the Civil Rights Act of 1964 (42 U.S.C. 
2000a et seq.).
    (c) Definition.--In this section, the term ``coffee shop'' means 
any coffee shop, cafe, tea house, or other informal dining 
establishment--
            (1) that serves the public;
            (2) that primarily serves coffee, tea, or other light 
        refreshments; and
            (3)(A) the operations or which affect commerce; or
            (B) the discrimination or segregation of which is supported 
        by State action.
