 introduced the following bill; which was referred to the Committee on

                                 A BILL

 
    To apply certain requirements for the structure of metropolitan 
 planning organizations designated under title 23, United States Code, 
                        and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Reclaim Local Control Act''.

SEC. 2. APPLICATION OF STRUCTURE REQUIREMENTS TO METROPOLITAN PLANNING 
              ORGANIZATIONS.

    Not later than 1 year after the date of enactment of this Act, any 
metropolitan planning organization designated under section 134(d) of 
title 23, United States Code, that is composed entirely of 
gubernatorial appointees as of such date of enactment shall be--
            (1) redesiganted pursuant to paragraph (6) of such section; 
        or
            (2) restructured to comply with the requirements of 
        paragraph (2) of such section.
