agencies related to shootings, injuries, or killings, by officers or
employees of U.S. Immigration and Customs Enforcement or U.S. Customs
and Border Protection, and for other purposes.

Ms. Salinas (for herself, Mrs. Ramirez, Mr. Horsford, Mr. Quigley, Ms.
Norton, Mr. Costa, Ms. Bonamici, and Ms. Garcia of Texas) introduced
the following bill; which was referred to the Committee on Homeland
Security, and in addition to the Committees on the Judiciary, and Ways
and Means, for a period to be subsequently determined by the Speaker,
in each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

A BILL
To require the Secretary of Homeland Security and the Attorney General
to share evidence with appropriate State and local law enforcement
agencies related to shootings, injuries, or killings, by officers or
employees of U.S. Immigration and Customs Enforcement or U.S. Customs
and Border Protection, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``ICE Shootings Transparency Act''.
SEC. 2. INFORMATION SHARING WITH STATE AND LOCAL LAW ENFORCEMENT
RELATED TO SHOOTINGS, INJURIES, OR KILLINGS BY ICE AND
CBP.
In the case that an officer or employee of U.S. Immigration and
Customs Enforcement or U.S. Customs and Border Protection discharges a
firearm in the course of their official duties, or injures or kills
another person, the Secretary of Homeland Security and the Attorney
General shall, without unreasonable delay--
(1) provide access to the location of the incident to State
and local law enforcement agencies with jurisdiction over such
location upon the arrival, for the purpose of carrying out
regular investigative functions, of a State or local law
enforcement officer at such location, subject to legitimate
scene-safety or evidence-preservation needs of the Secretary
and Attorney General; and
(2) share any evidence and investigatory materials related
to the incident with such State and local law enforcement
agencies, including by preserving and disclosing all relevant
evidence on an ongoing basis as it is developed, including
body-worn camera footage, surveillance video, radio
communications, dispatch records, digital communications,
photographs, forensic evidence, witness statements, and other
investigative materials.
