A BILL
To establish a pilot program for voluntary Federal change of address
notification service operated by the Administrator of General Services,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Tell the Government Once Act''.
SEC. 2. VOLUNTARY FEDERAL CHANGE OF ADDRESS NOTIFICATION SERVICE.
(a) Establishment.--The Administrator shall--
(1) establish an online form through which an individual
may--
(A) transmit to any covered agency selected by such
individual--
(i) a notification of a change in the
mailing or residential address of the
individual; and
(ii) each address that is the subject of
such notification; and
(B) receive confirmation that each such agency
received such notification; and
(2) make such form available only on a public website that
requires user authentication and identity verification through
the single sign-on trusted identity platform developed pursuant
to section 225 of the Federal Cybersecurity Enhancement Act of
2015 (6 U.S.C. 1523).
(b) Requirement To Update Agency Records.--The head of a covered
agency that receives a transmission under subsection (a) shall--
(1) use the information included in such transmission to
update the mailing or residential address of the individual, as
so may be the case, in each record maintained by such agency
containing such address, unless the head of the covered agency
determines through any verification or anti-fraud procedures of
the agency that--
(A) the individual was not authorized to transmit
such information through the form; or
(B) the information is fraudulent; and
(2) in the case that the head of the covered agency updates
an address pursuant to paragraph (1), mail to the address
contained in the record before the update a notice of such
update.
(c) Limitations on Use and Storage of Information.--
(1) By the administrator.--The Administrator may not--
(A) charge a fee for the use of the form
established under subsection (a) by an individual; or
(B) retain any information provided by an
individual through the form, except as may be necessary
to transmit such information to a covered agency in
accordance with a selection made by the individual
under such subsection.
(2) By covered agencies.--
(A) Prohibition.--The head of a covered agency that
receives a notification pursuant to subsection (a) may
not share or use the information contained in such
notification for any purpose other than as described

(B) Rule of construction.--Nothing in this
paragraph may be construed as prohibiting or preventing
the head of a covered agency from sharing or using
information contained in a record updated pursuant to
subsection (b)(1) in accordance with other applicable
Federal laws.
(d) Coordination With Internal Revenue Service.--
(1) In general.--Notwithstanding Treasury Regulation
section 301.6212-2(b)(1), the Secretary of the Treasury (or the
Secretary's delegate) shall prescribe such regulations or other
guidance as may be necessary or appropriate with respect to--
(A) treating a notification described in subsection
(a)(1)(A)(i) which is transmitted to the Internal
Revenue Service as a clear and concise notification of
a change of address (within the meaning of Treasury
Regulation section 301.6212-2(a) (or any successor
regulations)); and
(B) providing confirmation of the receipt of such
notification for purposes of subsection (a)(1)(B).
(2) Security and privacy requirements.--Paragraph (1)(A)
shall not apply with respect to any notification described in
subsection (a)(1)(A)(i) unless the Secretary of the Treasury
(or the Secretary's delegate) is satisfied that the user
authentication described in subsection (a)(2) conforms with any
security and privacy requirements applicable with respect to
any other method of providing clear and concise notification of
a change of address (within the meaning of Treasury Regulation
section 301.6212-2 (a) (or any successor regulations)).
(e) Reimbursement.--The head of a covered agency shall reimburse
the Administrator from amounts appropriated or otherwise made available
to such agency for any share of the cost of administering the form
established under subsection (a) determined appropriate by the
Administrator.
(f) Report.--Not later than 3 years after the form established
under subsection (a) is first made available on a public website, the
Comptroller General shall submit to the appropriate congressional
committees a report on the use of the form established by subsection
(a) that includes information regarding--
(1) the total number of individuals that used the form;
(2) the total number of notifications transmitted to each
covered agency;
(3) any transmissions made through the form that were
determined to be unauthorized or fraudulent, and how such issue
was resolved;
(4) any costs incurred by the Administrator to operate the
form and costs incurred by the head of covered agencies to
receive information through such form;
(5) any cost saved by the head of covered agencies as a
result of the form, such as costs saved by reduced
undeliverable mail or having to reissue payments; and
(6) an analysis of whether the form may be used by
additional agencies.
(g) Termination.--This section, and the authorities provided under
this section, shall terminate--
(1) on the date that is 5 years after the date on which the
form established under subsection (a) is first made available
on a public website; or
(2) 3 years after the date of the enactment of this Act, if
such form is not established by such date.
(h) Rule of Construction.--Nothing in this Act may be construed
as--

addresses;
(2) establishing a national identifier or identity
document;
(3) allowing the Administrator to collect and transmit data
through the form other than as specified in subsection (a);
(4) requiring the use of the form to notify a covered
agency of a change in address;
(5) affecting any requirement or provision related to voter
registration; or
