                                 A BILL

To amend the Public Health Service Act to reauthorize a program under
which the Secretary of Health and Human Services makes grants to State
professional licensing boards for the development and implementation of
policies to reduce statutory and regulatory barriers to telemedicine,
                        and for other purposes.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Telehealth Access and Licensure
Portability Act of 2026''.

SEC. 2. FINDINGS.

    Congress finds that--
            (1) telehealth is expanding access to health care in the
United States, particularly in rural and underserved areas; and
            (2) reauthorizing the authority of the Secretary of Health
and Human Services to make grants to State professional
licensing boards for the development and implementation of
policies to reduce statutory and regulatory barriers to
telemedicine will further interstate workforce mobility and
reduce administrative barriers to practice medicine across
        State lines.

SEC. 3. REAUTHORIZATION OF INCENTIVE GRANT PROGRAM TO REDUCE STATUTORY
              AND REGULATORY BARRIERS TO TELEMEDICINE.

Section 330L(b) of the Public Health Service Act (42 U.S.C. 254c-
18(b)) is amended by striking ``fiscal years 2002 through 2006'' and
inserting ``fiscal years 2026 through 2031''.
