R. 5634 To amend title 38, United States Code, to provide for a limitation on the amount of entitlement to educational assistance payable for flight training under the Post-9/11 Educational Assistance Program of the Department of Veterans Affairs. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES September 30, 2025 Mr. Kean (for himself and Mr. McGarvey) introduced the following bill; which was referred to the Committee on Veterans' Affairs _______________________________________________________________________ A BILL To amend title 38, United States Code, to provide for a limitation on the amount of entitlement to educational assistance payable for flight training under the Post-9/11 Educational Assistance Program of the Department of Veterans Affairs. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Veterans Flight Training Responsibility Act of 2025''. SEC. 2. LIMITATION ON AMOUNT OF ENTITLEMENT TO EDUCATIONAL ASSISTANCE PAYABLE FOR FLIGHT TRAINING UNDER POST-9/11 EDUCATIONAL ASSISTANCE PROGRAM OF DEPARTMENT OF VETERANS AFFAIRS. (a) In General.--Section 3313 of title 38, United States Code, is amended-- (1) in subsection (g)(3)(C), by striking ``In the case'' and inserting ``Subject to the limitation under subsection (m), in the case''; and (2) by adding at the end the following new subsection: ``(m) Limitation on Use of Entitlement for Flight Training.-- ``(1) Limitation.--Notwithstanding any other provision of this chapter, the maximum total amount payable under this chapter for flight training fees in the case of an individual pursuing a program of a flight training offered by a public institution of higher learning is $100,000, as increased under paragraph (2). ``(2) Annual percentage increase.--With respect to any fiscal year, the Secretary shall provide a percentage increase (rounded to the nearest dollar) in the maximum amount of payable under paragraph (1), equal to the percentage by which-- ``(A) the Consumer Price Index (all items, United States city average) for the 12-month period ending on the June 30 preceding the beginning of the fiscal year for which the increase is made, exceeds ``(B) the Consumer Price Index for the 12-month period preceding the 12-month period described in subparagraph (A).''. (b) Applicability.--The amendments made by subsection (a) shall apply with respect to an individual who first pursues a program of flight training on or after August 1, 2026. <all>
