Plain-English Summary

This bill would prevent the federal government from participating in or supporting the Regional Greenhouse Gas Initiative (RGGI), a multi-state program that caps carbon emissions from power plants and requires companies to buy allowances to emit greenhouse gases. The legislation would affect energy companies, utilities, and states that participate in RGGI by blocking federal involvement in the program. The bill reflects disagreement over whether this emissions-trading approach is an effective climate policy or an unnecessary burden on energy producers.
