A BILL
To direct the Under Secretary of Veterans Affairs for Health to make
publicly available all national policies of the Veterans Health
Administration.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Veterans Health Administration
Online Publication and Easy Navigation of Policies Act of 2026'' or the
``VHA OPEN Policies Act of 2026''.
SEC. 2. PUBLIC AVAILABILITY OF ALL VETERANS HEALTH ADMINISTRATION
NATIONAL POLICIES.
(a) In General.--Not later than 90 days after the date of the
enactment of this Act, the Under Secretary of Veterans Affairs for
Health shall make publicly available, on an appropriate website of the
Department of Veterans Affairs, all national policies of the Veterans
Health Administration, including each of the following:
(1) Directives.
(2) Handbooks.
(3) Memoranda issued by the Under Secretary.
(4) Guidance and procedure guides necessary for
understanding the implementation of the national policies of
the Administration and any programs governed by such policies.
(b) Updates.--In the case of any national policy that is
established or revised after the date of the enactment of this Act, the
Under Secretary shall include the new or revised national policy on the
website required under subsection (a) by not later than 30 days after
the date of the establishment or revision of the policy.
