R. 9685IN THE HOUSE OF REPRESENTATIVESJuly 14, 2026Ms. Norton introduced the following bill; which was referred to the Committee on Transportation and InfrastructureA BILLTo prohibit the use of Federal, State, foreign, or private funds to install permanent fencing around the White House complex. 1.Short title This Act may be cited as the No New Fencing At the White House Act. 2.Prohibiting use of funds for permanent fencing around White House complex (a)ProhibitionNo Federal, State, foreign, or private funds may be used to install permanent fencing around the White House complex. (b)Rule of constructionNothing in subsection (a) shall be construed to prohibit the repair or replacement of fencing that was in existence on the date of enactment of this Act around the White House complex. (c)DefinitionsIn this section: (1)White House complexThe term White House complex means the Federal land located in Washington, D.C., bound by— (A)H Street Northwest on the north; (B)15th Street Northwest on the east; (C)Constitution Avenue Northwest on the south; and (D)17th Street Northwest on the west. (2)StateThe term State means any State of the United States, the District of Columbia, or any territory or possession or political subdivision thereof.
