R. 9731IN THE HOUSE OF REPRESENTATIVESJuly 16, 2026Mr. Biggs of Arizona (for himself, Ms. Hageman, and Mr. Moore of Alabama) introduced the following bill; which was referred to the Committee on the JudiciaryA BILLTo provide that a nonprofit organization that receives more than 50 percent of its revenue from grants awarded by the Department of Justice, and compensated an officer or employee in an amount that exceeds the annual salary authorized to be paid to the Attorney General, is ineligible to receive a Department of Justice grant, and for other purposes. 
1.Short title
 This Act may be cited as the No Granting Riches Intended for Taxpayers Act of 2026 or the No GRIFT Act of 2026. 
2.Compensation limitation for certain Department of Justice grant recipients 
(a)In generalFor a fiscal year, any covered nonprofit is ineligible to receive a grant awarded by the Department of Justice for that fiscal year.  (b)CertificationA nonprofit seeking a grant awarded by the Department of Justice shall submit to the Attorney General, along with the application for such grant, a certification that the nonprofit is not ineligible to receive a grant under subsection (a).  
(c)DefinitionsIn this section: (1)The term covered nonprofit means, for a fiscal year, a nonprofit— 
(A)for which more than 50 percent of its revenue was comprised of one or more grants awarded by the Department of Justice for taxable year that most recently concluded prior to the first day of that fiscal year; and (B)that, for the taxable year described in subparagraph (A), compensated an officer or employee in an amount that exceeded the annual salary authorized to be paid to the Attorney General. 
(2)The term nonprofit means an organization that is exempt from taxation under section 501(c)(3) of the Internal Revenue Code of 1986.
