Mr. Cisneros (for himself, Mr. Castro of Texas, Mr. Espaillat, Ms.
Garcia of Texas, Mr. Carbajal, Mr. Hernandez, Ms. Barragan, and Mr.
Garcia of California) submitted the following resolution; which was
referred to the Committee on Energy and Commerce

RESOLUTION
Recognizing the outstanding contributions of Hispanics and Latinos in
film, television, and streaming and their enduring impact on the United
States.
Whereas, despite historical underrepresentation and systemic barriers, Latino
film, television, and streaming makers, writers, producers, directors,
and actors have enriched American cinema with diverse stories, artistic
excellence, and cultural heritage;
Whereas the Hispanic and Latino population in the United States reached
71,000,000 in 2025, representing 21 percent of the total population in
the United States and making it the Nation's largest racial or ethnic
minority;
Whereas Hispanics and Latinos in the United States account for more than
$4,400,000,000,000 of GDP;
Whereas Hispanics and Latinos in film, television, and streaming in the United
States account for 4 to 7 percent of on-screen roles and 2 to 5 percent
of off-screen roles such as director, producer, and writer;
Whereas Hispanics and Latinos have the highest per capita consumption across
entertainment formats, especially when represented, accounting for 24
percent of film ticket sales, 29 percent of daily mobile television
viewers, and 24 percent of streaming subscribers;
Whereas improving Hispanic and Latino representation in film, television, and
streaming could generate up to an estimated $18,000,000,000 in
additional annual revenue;
Whereas television and streaming series featuring Hispanic and Latino talent,
such as ``Only Murders in the Building'', ``The Last of Us'', ``The
Lincoln Lawyer'', and ``Wednesday'', consistently rank among the most-
watched and financially successful productions;
Whereas films such as ``West Side Story'', ``Selena'', ``Stand and Deliver'',
``Under the Same Moon'', and ``Flamin' Hot'' have significantly
influenced American and global audiences;
Whereas Hispanic and Latino actors, directors, and producers have achieved
extraordinary success, including America Ferrera, Salma Hayek, Raul
Julia, Eva Longoria, Diego Luna, Rita Moreno, Edward James Olmos, Pedro
Pascal, Chita Rivera, and Cesar Romero among many others, who have made
significant contributions to storytelling and the greater cultural
landscape;
Whereas the Library of Congress's National Film Registry includes films with
significant Latino representation whether through the story and
characters, or through actors or filmmakers involved in the production;
Whereas the Norman Lear Center at the University of Southern California's
Annenberg School for Communication and Journalism highlights decades of
research showing that scripted entertainment shapes public attitudes
toward historically marginalized communities;
Whereas Hispanic and Latino representation in film, television, and streaming is
crucial for accurately reflecting the diverse experiences and
perspectives of the community, challenging stereotypes and promoting
understanding;
Whereas prominent Latino film festivals, such as the Los Angeles Latino
International Film Festival (LALIFF), Chicago Latino Film Festival, New
York Latino Film Festival, San Diego Latino Film Festival, Georgia
Latino International Film Festival, Cinefest Latino Boston, and the
Seattle Latino Film Festival, can provide platforms for cultural
expression and celebrate diverse voices and storytelling through film
and television; and
Whereas student programs like the Youth Cinema Project by the Latino Film
Institute bridge achievement and opportunity gaps to empower
underrepresented youth with audiovisual skills to tell their own stories
and prepare for careers in film, television, and streaming: Now,
therefore, be it
Resolved, That the House of Representatives--
(1) recognizes, celebrates, and honors the success of
Hispanics and Latinos in film, television, and streaming and
recognizes their past, present, and future contributions to the
United States; and
(2) supports and encourages increased representation of
Hispanics and Latinos in film, television, and streaming to
ensure that the representation is reflective of the Hispanic
and Latino population in the United States.
