                                 A BILL

 
  To prohibit funds made available to the Department of Justice from 
 being used to make a personal payment to the President in connection 
with a claim that is subject to the Federal Tort Claims Act, whether in 
 the form of a settlement or any other payment from the Judgment Fund 
               for the personal benefit of the President.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. PROHIBITION ON USING FUNDS MADE AVAILABLE TO THE DEPARTMENT 
              OF JUSTICE FOR PAYMENTS TO THE PRESIDENT WITH RESPECT TO 
              TORT CLAIMS.

    None of the funds made available to the Department of Justice 
before, on, or after the date of enactment of this Act may be used to 
approve or facilitate a claim that--
            (1) is subject to chapter 171 of title 28, United States 
        Code (commonly known as the ``Federal Tort Claims Act''); and
            (2) results in a personal payment to the President, whether 
        in the form of a settlement or any other payment issued under 
        section 1304 of title 31, United States Code, (commonly known 
        as the ``Judgment Fund'') for the personal benefit of the 
        President.
