Ms. Cortez Masto introduced the following bill; which was read twice
and referred to the Committee on Foreign Relations

A BILL
To provide funding for the Low-Income Home Energy Assistance Program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``American Homes First Act''.
SEC. 2. LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM.
Notwithstanding any provision of the Full-Year Continuing
Appropriations and Extensions Act, 2025 or the National Security,
Department of State, and Related Programs Appropriations Act, 2026,
from the funds appropriated under either such Act, the Secretary of
State and the President shall--
(1) not make available, after the date of enactment of this
Act, any of those appropriated funds for the Board of Peace
designated by President Trump through Executive Order 14375 (91
Fed. Reg. 2837; relating to designating the Board of Peace as a
public international organization entitled to enjoy certain
privileges, exemptions, and immunities); and
(2) transfer $1,000,000,000 of those appropriated funds to
the Secretary of Health and Human Services to carry out the
Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621
et seq.), who shall treat the transferred funds as if the funds
were appropriated under section 2602(b) of that Act (42 U.S.C.
8621) for fiscal year 2026.
