[Congressional Bills 119th Congress] [From the U.S. Government Publishing Office] [S. 5193 Introduced in Senate (IS)] <DOC> 119th CONGRESS 2d Session S. 5193 To amend the Public Health Service Act to expand the capacity to improve health outcomes and increase access to specialized care. _______________________________________________________________________ IN THE SENATE OF THE UNITED STATES July 30, 2026 Mr. Schatz (for himself, Ms. Murkowski, Mr. Lujan, and Mrs. Capito) introduced the following bill; which was read twice and referred to the Committee on Health, Education, Labor, and Pensions _______________________________________________________________________ A BILL To amend the Public Health Service Act to expand the capacity to improve health outcomes and increase access to specialized care. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Expanding Capacity for Health Outcomes Act of 2026''. SEC. 2. EXPANDING CAPACITY FOR HEALTH OUTCOMES. Section 330N of the Public Health Service Act (42 U.S.C. 254c-20) is amended-- (1) in subsection (e)-- (A) by striking ``The Secretary may require'' and inserting the following: ``(1) In general.--The Secretary may require''; and (B) by adding at the end the following: ``(2) Grant to network.--The Secretary may award one or more grants under this section to an entity or entities representing a network to include 3 or more organizations each with experience in operating technology-enabled collaborative learning and capacity building models. At the end of the grant period under this paragraph, the network shall use a shared dataset to demonstrate the impact of technology-enabled collaborative learning and capacity building models on health outcomes for one or more significant public health issues as identified by the Secretary, such as an infectious disease with increasing incidence, or a chronic disease with increasing prevalence.''; and (2) in subsection (k), by striking ``2022 through 2026'' and inserting ``2027 through 2031''. <all>
