  Mr. Cassidy introduced the following bill; which was read twice and 
referred to the Committee on Homeland Security and Governmental Affairs

                                 A BILL

 
   To prohibit the salary of political appointees from exceeding the 
                    salary for Members of Congress.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Taxpayer Funded Compensation 
Accountability Act''.

SEC. 2. LIMITATION ON SALARIES OF POLITICAL APPOINTEES.

    (a) Definition.--In this section, the term ``political position''--
            (1) means--
                    (A) a position described under sections 5312 
                through 5316 of title 5, United States Code (relating 
                to the Executive Schedule);
                    (B) a noncareer position in the Senior Executive 
                Service, as described under section 3132(a)(7) of that 
                title;
                    (C) a position in the executive branch of the 
                Government of a confidential or policy-determining 
                character under schedule C of subpart C of part 213 of 
                title 5, Code of Federal Regulations;
                    (D) a position which has been excepted from the 
                competitive service by reason of its confidential, 
                policy-determining, policy-making, or policy-advocating 
                character;
                    (E) a position described in section 105 of title 3, 
                United States Code; or
                    (F) a position as a special Government employee (as 
                defined in section 202 of title 18, United States 
                Code), except for a member of the Armed Forces serving 
                in such a position; and
            (2) does not include the position of Vice President.
    (b) Limitation.--Notwithstanding any other provision of law, the 
annual rate of basic pay that is payable for service in a political 
position may not be in excess of the annual rate of basic pay for a 
Senator or Member of the House of Representatives.
