following bill; which was read twice and referred to the Committee on
Energy and Natural Resources

A BILL
To establish a moratorium on oil and gas production and exploration
activities in the Eglin Gulf Test and Training Range, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protecting Florida's Offshore
Military Readiness Act''.
SEC. 2. MORATORIUM ON OIL AND GAS ACTIVITIES IN THE EGLIN GULF TEST AND
TRAINING RANGE.
Section 104 of the Gulf of Mexico Energy Security Act of 2006 (43
U.S.C. 1331 note; Public Law 109-432) is amended by adding at the end
the following:
``(d) Eglin Gulf Test and Training Range.--
``(1) In general.--Subject to paragraphs (2) and (3),
effective on the date of enactment of this subsection, the
Secretary shall not offer for leasing, preleasing, production,
or any related activity for oil and gas development any area
located in the Eglin Gulf Test and Training Range (as
designated by the Secretary of War as of that date of
enactment).
``(2) Effect on certain leases.--The moratorium under
paragraph (1) shall not affect valid existing leases in effect
on the date of enactment of this subsection.
``(3) Critical use.--The moratorium under paragraph (1)
shall terminate on the date that the Secretary of War submits
to Congress a certification that the Eglin Gulf Test and
Training Range is not of critical use.''.
