R. 10715 To amend the Immigration and Nationality Act to permit certain nonimmigrant aliens to renew their visas from within the United States, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 1, 2026 Mr. Subramanyam (for himself, Mr. Krishnamoorthi, Mr. Bacon, Ms. Ross, Mr. Jackson of Illinois, and Mr. Johnson of Georgia) introduced the following bill; which was referred to the Committee on the Judiciary _______________________________________________________________________ A BILL To amend the Immigration and Nationality Act to permit certain nonimmigrant aliens to renew their visas from within the United States, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Domestic Visa Renewal Modernization Act''. SEC. 2. RENEWAL OF CERTAIN NONIMMIGRANT VISAS FROM WITHIN THE UNITED STATES. Section 214 of the Immigration and Nationality Act (8 U.S.C. 1184) is amended by adding at the end the following: ``(s) Renewal of Certain Nonimmigrant Visas From Within the United States.-- ``(1) In general.--Notwithstanding any other provision of the immigration laws, a nonimmigrant with a valid unexpired visa issued under subpararaph (E), (H)(i)(b), (H)(i)(b1), (I), (L), (O), or (P) of section 101(a)(15) may renew such visa from within the United States, and shall not be required to depart from the United States in order for such renewal to be granted. ``(2) Eligibility.--An alien is eligible to renew a visa under this subsection if the alien, as of the date of submitting the application-- ``(A) has been registered and fingerprinted under section 221(b); ``(B) is not ineligible for the visa that the alien seeks to renew; ``(C) is eligible for a waiver of the in-person interview requirement under section 222(h); ``(D) is not subject to a nonimmigrant visa issuance fee (commonly referred to as a `reciprocity fee'); ``(E) is the beneficiary of an approved and unexpired petition for the visa that the alien seeks to renew, if applicable; ``(F) has a lawful unexpired visa under subparagraph (E), (H)(i)(b), (H)(i)(b1), (I), (L), (O), or (P) of section 101(a)(15); and ``(G) intends to reenter the United States as a nonimmgrant under subpararaph (E), (H)(i)(b), (H)(i)(b1), (I), (L), (O), or (P) of section 101(a)(15), if the alien has temporarily departed the United States.''. <all>
