R. 10716 To amend title XI of the Social Security Act to clarify the authority of the Inspector General of the Department of Health and Human Services to exclude certain entities from participation in Federal health care programs. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 1, 2026 Mr. Taylor (for himself, Mr. Rulli, Mr. Fleischmann, and Mr. Williams of Texas) introduced the following bill; which was referred to the Committee on Energy and Commerce, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned _______________________________________________________________________ A BILL To amend title XI of the Social Security Act to clarify the authority of the Inspector General of the Department of Health and Human Services to exclude certain entities from participation in Federal health care programs. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Integrity for Taxpayers Act''. SEC. 2. CLARIFYING OIG AUTHORITY TO EXCLUDE CERTAIN ENTITIES FROM PARTICIPATION IN FEDERAL HEALTH CARE PROGRAMS. (a) Entities Controlled by a Sanctioned Individual.--Section 1128(b)(8)(A) of the Social Security Act (42 U.S.C. 1320a-7(b)(8)(A)) is amended-- (1) in clause (i)-- (A) by striking ``has a direct or indirect'' and inserting ``, at the time of the conviction, civil monetary penalty, or exclusion described in subparagraph (B), had a direct or indirect''; and (B) by striking the comma at the end and inserting ``; or''; and (2) in clause (ii), by striking ``is an officer'' and inserting ``, at the time of the conviction, civil monetary penalty, or exclusion described in subparagraph (B), was an officer''. (b) Individuals Controlling a Sanctioned Entity.--Section 1128(b)(15)(A) of the Social Security Act (42 U.S.C. 1320a-7(b)(15)(A)) is amended-- (1) in clause (i)-- (A) by striking ``of the action'' and all that follows through ``described in subparagraph (B)'' and inserting ``such action''; and (B) by striking ``has a direct or indirect'' and inserting ``, at the time of the conviction or exclusion described in subparagraph (B), had a direct or indirect''; and (2) in clause (ii), by striking ``is an officer'' and inserting ``, at the time of the conviction or exclusion described in subparagraph (B), was an officer''. (c) Technical Correction.--Section 1128(b)(15)(A)(i) of the Social Security Act (42 U.S.C. 1320a-7(b)(15)(A)(i)) is amended by striking ``as defined in section 1128A(i)(6)'' and inserting ``as defined in section 1128A(i)(7)''. <all>
