R. 10742 To direct the Secretary of Defense to report on lessons the United States Armed Forces may learn from defense innovations in the Russia- Ukraine War, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 5, 2026 Mr. Krishnamoorthi (for himself and Mr. Vindman) introduced the following bill; which was referred to the Committee on Armed Services _______________________________________________________________________ A BILL To direct the Secretary of Defense to report on lessons the United States Armed Forces may learn from defense innovations in the Russia- Ukraine War, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Learning Effective Strategies and Systems Optimization for National Security from Ukraine Act'' or the ``LESSONS from Ukraine Act''. SEC. 2. REPORT ON DEFENSE INNOVATION LESSONS FROM RUSSIA-UKRAINE WAR. (a) Report.--Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate congressional committees a report on lessons the United States Armed Forces may learn from defense innovations in the Russia- Ukraine War. (b) Elements.--The report under subsection (a) shall include the following: (1) A description of innovations in unmanned aircraft systems, unmanned underwater vehicles, unmanned ground vehicles, and unmanned surface vehicles arising from the war specified in such subsection, including-- (A) defensive and offensive tactics involving such aircraft and vehicles; (B) the collection of intelligence in operational settings using such aircraft and vehicles; (C) logistics coordination for the operation and maintenance of such aircraft and vehicles; and (D) training for members of the Armed Forces relating to such aircraft and vehicles. (2) A description of innovations in electronic warfare, capabilities to counter unmanned aircraft systems, and air defense arising from such war, including implications for jamming, spoofing, and layering air defense to counter unmanned aircraft swarms. (3) A description of the role of cyber warfare, including cyber attacks on military and civilian infrastructure and systems, during such war, and how such cyber warfare affected military readiness and societal resilience. (4) A description of innovations to bolster the resilience of command, control, and communications in contested environments (including environments in which technologies such as GPS and satellite communications are unavailable) arising from such war, and how the United States may bolster the command, control, and communications resilience of the United States in similarly contested environments. (5) A description of methods by which Ukraine has expanded the defense industrial base of Ukraine in connection with such war, with a particular focus on the production of unmanned aircraft and other unmanned vehicles and artillery shells, and how Ukraine has decentralized manufacturing associated with such defense industrial base to reduce production delays and decrease risks associated with the enemy targeting a single producer. (6) A description of the implications of the proliferation of unmanned aircraft and other unmanned vehicles in connection with such war on the survivability of armor and armored vehicles, and how armor and armored vehicles need to adapt as a result of such proliferation. (7) A description of how deception, decoys, traditional camouflage, and signature management are used in connection with such war for the purpose of masking asset and force movement. (8) A description of lessons arising from such war with respect to medical evacuations, including delayed evacuations and the potential for robotic or unmanned aircraft extractions in environments saturated with unmanned aircraft. plan to incorporate the innovations and lessons referred to in paragraphs (1) through (8) into the doctrine and training activities of the United States Armed Forces, including a list of objectives, a timetable to meet such objectives, and justifications for the selected objectives and timetable. (c) Form.--The report under subsection (a) shall be submitted in unclassified form, but may include a classified annex. (d) Definitions.--In this section: (1) The term ``appropriate congressional committees'' means-- (A) the congressional defense committees (as such term is defined in section 101 of title 10, United States Code); and (B) the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate. (2) The term ``unmanned aircraft system'' has the meaning given such term in section 130i of title 10, United States Code. <all>
