Plain-English Summary
The proposal would strengthen federal budget rules by creating "super PAYGO" reductions, which are automatic spending cuts that trigger when Congress passes laws that increase the deficit beyond certain thresholds. This would make it harder for lawmakers to approve new spending or tax cuts without offsetting the costs elsewhere in the budget, potentially affecting federal programs and taxpayers. The measure aims to force Congress to be more fiscally disciplined when making budget decisions.
