[Congressional Bills 119th Congress] [From the U.S. Government Publishing Office] [S. 4313 Introduced in Senate (IS)] <DOC> 119th CONGRESS 2d Session S. 4313 To prohibit the use of the name, image, likeness, or signature of a sitting President on Federal assets, and for other purposes. _______________________________________________________________________ IN THE SENATE OF THE UNITED STATES April 16 (legislative day, April 14), 2026 Mrs. Gillibrand introduced the following bill; which was read twice and referred to the Committee on Homeland Security and Governmental Affairs _______________________________________________________________________ A BILL To prohibit the use of the name, image, likeness, or signature of a sitting President on Federal assets, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Halting Unilateral Money and Building Labeling by Egotistical Presidents Act'' or the ``HUMBLE Presidents Act''. SEC. 2. PROHIBITIONS RELATING TO THE USE OF NAMES, IMAGES, LIKENESSES, AND SIGNATURES OF SITTING PRESIDENTS. (a) Covered Asset Defined.--In this section, the term ``covered asset'' means-- (1) Federal property, including a Federal building; and (2) any other Federal asset. (b) Designation.--The name, image, likeness, or signature of a sitting President may not be used to designate or name a covered asset. (c) Decoration.--The name, image, likeness, or signature of a sitting President may not be used to decorate the exterior of a covered asset. (d) Use of Funds.--No Federal funds may be used to carry out an activity prohibited under subsection (b) or (c). (e) Prohibition With Respect to the Name, Image, Likeness, or Signature of the President on United States Coins and Currency.-- Subchapter II of chapter 51 of title 31, United States Code, is amended-- (1) in section 5112, by adding at the end the following: ``(bb) Prohibition on Certain Representations.--The name, image, likeness, or signature of the sitting President may not appear on any United States coin.''; and (2) in section 5114(b), by inserting after the first sentence the following: ``The name or signature of the sitting President, or any image or likeness of the sitting President that is not covered under the following sentence, may not appear on United States currency or securities.''. <all>
