Plain-English Summary
I don't have enough information to write an accurate summary. The bill has no title, no subjects listed, and only a status indicating it passed the Senate and is currently held at the desk. To provide a meaningful explanation of what this bill would do and who it affects, I would need the actual bill title and subject matter.
