Mr. President, I ask unanimous consent that when the Senate completes its business today, it adjourn to then convene for pro forma session only, with no business being conducted, on the following dates and times: Friday, February 13, at 9 a.m.; Tuesday, February 17, at 6:30 p.m.; Thursday, February 19, at 2 p.m.; further, that when the Senate adjourns on Thursday, February 19, it stand adjourned until 3 p.m. on Monday, February 23; that following the prayer and pledge, Senator Kaine be recognized to deliver Washington's Farewell Address, as provided under the previous order, and following his remarks, the Journal of proceedings be approved to date, the morning hour be deemed expired, the time for the two leaders be reserved for their use later in the day, and the Senate be in a period of morning business, with Senators permitted to speak for up to 10 minutes each; further, notwithstanding rule XXII, that the cloture motion filed during today's session of the Senate ripen at 5:30 p.m. The PRESIDING OFFICER.
