Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Thune (for Mr. Graham) to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: SEC. 204. PROHIBITING RACIAL PROFILING IN IMMIGRATION ENFORCEMENT. None of the funds provided by this Act or by any other Act may be used to conduct public-facing immigration enforcement actions in which race, ethnicity, nationality, English proficiency, or any other perceived or actual protected characteristic is used as the sole basis to form a reasonable suspicion to stop, arrest, or detain any individual. ______
