Mr. WHITEHOUSE (for himself and Mr. Padilla) submitted an amendment intended to be proposed by him to the bill H.R. 6938, making consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: Sec. ___. Notwithstanding any other provision of law, none of the funds made available under any division of this Act may be used by any officer or employee of the Department of Justice to enter into any legal settlement with an individual who has been convicted of an offense involving assaulting a law enforcement officer, including a violation of section 111 of title 18, United States Code, or a violation of section 432 of the Revised Statutes of the District of Columbia (sec. 22-405, D.C. Official Code), in connection with the events that occurred at or near the Capitol on January 6, 2021, if the claims giving rise to such settlement are based on alleged harm suffered by such individual-- (1) during the events that occurred at or near the Capitol on January 6, 2021; or (2) from prosecution for an offense relating to such events. ______
