Mr. KIM submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. LIMITATION ON USE OF FUNDS FOR BORDER TECHNOLOGY. (a) In General.--None of the funds made available under this title may be used for the procurement of, or any expenses related to, border security or screening technology described in this title unless the Office of Civil Rights and Civil Liberties of the Department of Homeland Security conducts a review of the technology and submits to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives a report on such review not later than 30 days prior to the procurement of, or payment of expenses related to, such technology. (b) Report Elements.--A report submitted pursuant to subsection (a) shall include-- (1) a description of how the technology would be used; (2) a determination of whether the technology would be capable of collecting data with respect to United States citizens; and (3) an assessment of any concern with respect to the technology being used on United States citizens. ______
