Congresswoman Lizzie Fletcher Votes for Ukraine Security Assistance

Today, Congresswoman Lizzie Fletcher (TX-07) voted for the Ukraine Support Act , H.R. 2913, to authorize security assistance and economic investments for Ukraine and to impose new financial sanctions and export restrictions on Russia until it ceases its war against Ukraine. "For years, the Ukrainian people have demonstrated remarkable courage and perseverance in their fight for democracy and the preservation of their sovereignty,” said Congresswoman Lizzie Fletcher . “They deserve our full support—and that is why I voted for the Ukraine Support Act . It is critical that we hold Russia accountable through tougher sanctions and lay the groundwork for Ukraine's reconstruction, and I urge the Senate to take up this legislation without delay." If enacted, H.R. 2913 would: Expand foreign military financing loans and other security assistance for Ukraine; Establish a fund to help Ukraine with post-war reconstruction, funded by a new tax on frozen Russian sovereign assets held in the U.S.; Direct the U.S. Department of State to engage in efforts to obtain foreign investment in the Ukrainian economy and to counter Russian disinformation; and Direct the President to impose new sanctions and financial restrictions on certain Russian officials, companies, and foreign entities conducting transactions with Russia. Last year, Congresswoman Fletcher voted for the National Defense Authorization Act for Fiscal Year 2026 , S. 1071, which reauthorizes the Ukraine Security Assistance Initiative (USAI) for $400 million for fiscal year 2026 (FY26) and $400 million for FY27 and extends a limitation on recognizing Russian sovereignty over any part of Ukraine. This bill was signed into law on December 18, 2025. In 2025, Congresswoman Fletcher also reintroduced the American Gas for Allies Act , H.R. 2769, to allow U.S. Liquefied Natural Gas (LNG) to receive expedited approval from the Department of Energy (DOE) to export LNG from the U.S. to North Atlantic Treaty Organization (NATO) member countries and Ukraine. If enacted, this bill would reduce Europe’s reliance on Russian natural gas, weakening Russia’s war effort, and provide U.S. energy companies with certainty and a dependable process to export LNG to Ukraine and NATO, strengthening their energy security. Congresswoman Fletcher first introduced this bill in the 117th Congress, at the height of Russia’s invasion of Ukraine. H.R. 2913 now moves to the Senate for consideration.
