Rep. Warren Davidson Introduces the Foreign Military Sales Act of 2025

WASHINGTON, D.C. - Rep. Warren Davidson (R-OH) today introduced the Foreign Military Sales Act of 2025. This bill raises the monetary thresholds that require the President to notify Congress of defense sales and holds federal employees accountable if they attempt to circumvent the reporting requirements. "The Foreign Military Sales Act of 2025 delivers long-overdue reforms to cut unnecessary red tape in our defense export process and improves the United States' ability to arm our allies," said Rep. Davidson (R-OH). "This bill also enforces real accountability - making clear that any effort to circumvent Congressional oversight will carry real consequences. We need to improve both the efficiency and integrity of the defense export process, and this measure will do exactly that." Background: The Foreign Military Sales Act of 2025 moderately raises the monetary thresholds that sales of defense articles must meet for the President to be required to notify Congress. This bill imposes civil and criminal penalties on federal employees who knowingly structure defense sales to avoid Congressional reporting requirements. This bill also specifically subjects State Department employees who attempt to circumvent notification rules to civil penalties and permanent disqualification from future federal employment.
