Mr. MURPHY submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. _____. PROHIBITION ON ATTORNEY GENERAL ENTERING INTO CERTAIN SETTLEMENT AGREEMENTS. (a) In General.--The Attorney General may not enter into a settlement agreement in a lawsuit in which the plaintiff is-- (1) the President or the spouse or a child of the President; or (2) any entity controlled by any individual described in paragraph (1). (b) Null and Void.--Any settlement agreement entered into by the Attorney General in a lawsuit described in subsection (a) shall be null and void. (c) Unlawful Payments.--It shall be unlawful for any officer or employee of the United States Government to pay any account, claim, or demand against said Government, which accrued or exists due to a settlement agreement entered into by the Attorney General in a lawsuit described in subsection (a). ______
