Mr. SHEEHY submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle C of title II, add the following: SEC. 235. USE OF PARTNERSHIP INTERMEDIARIES TO PROMOTE DEFENSE RESEARCH AND EDUCATION. Section 4124(f) of title 10, United States Code, is amended-- (1) in paragraph (1)-- (A) by inserting ``or laboratory (as defined in section 12(d)(2) of the Stevenson-Wydler Technology Innovation Act of 1980 (15 U.S.C. 3710a(d)(2))'' after ``Director of a Center''; and (B) by inserting ``or laboratory'' after ``assistance from a Center''; (2) in paragraph (2)-- (A) in subparagraph (A), by inserting ``or laboratory'' after ``Center''; and (B) in subparagraph (B), by inserting ``or laboratory, or who can assist a Center or laboratory with technology transition, either out of, or into, the Center or laboratory'' after ``Center''; and (3) by adding at the end the following new paragraph: ``(3) A Federal laboratory may pay the Federal costs of such contract or memorandum of understanding out of funds available for the support of technology transfer and transition functions, research and development, operations and maintenance, or procurement.''. ______
