Mr. SCHATZ submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1270A. COUNTER-PRC THREATS TO GLOBAL FREEDOM OF EXPRESSION. (a) Defined Term.--In this section, the term ``appropriate congressional committees'' means-- (1) the Committee on Foreign Relations of the Senate; and (2) the Committee on Foreign Affairs of the House of Representatives. (b) In General.--Not later than 1 year after the date of the enactment of this Act, the Secretary of State, acting through the Assistant Secretary of State for Democracy, Human Rights, and Labor, shall submit a report to the appropriate congressional committees that describes the Department of State's strategy for countering the People's Republic of China's threats to global freedom of expression. (c) Elements.--The strategy required under subsection (b) shall include-- (1) specific measurable goals to counter the People's Republic of China's threats to global freedom of expression; (2) a list of measures for how progress will be tracked with respect to meeting each goal of such strategy; (3) the role and responsibilities of each relevant office, including the respective office's programmatic work in individual countries, in countering the People's Republic of China's threats to digital freedom and executing such strategy, including through the use of foreign assistance; (4) a description of how the Department of State will routinely consult with relevant civil society organizations and stakeholders; and (5) a description of any barriers to implementing such strategy. (d) Form of Report.--Each report required under this section shall be submitted in unclassified form, but may include a classified annex. ______
