Mr. SCHATZ submitted an amendment intended to be proposed by [[Page S3427]] him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle D of title XVIII, add the following: SEC. 2873. PROHIBITION OF REPROGRAMMING OF FUNDS TO PAY FOR DAMAGES FROM IRANIAN STRIKES WITHOUT EXPLICIT CONGRESSIONAL APPROVAL; REPORT ON DAMAGES. (a) In General.--None of the amounts authorized to be appropriated by this Act may be reprogrammed to support reconstruction of facilities or installations of the United States or a partner country damaged by Iranian strikes without the explicit authorization in an Act of Congress. (b) Report Required.-- (1) In general.--Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report that sets forth a comprehensive assessment of the damage and cost to United States facilities and installations from Iranian strikes during the 2026 conflict with Iran. (2) Elements.--The report required by paragraph (1) shall include-- (A) the estimated costs to rebuild the facilities and installations described in that paragraph as the facilities and installations were before the conflict with Iran; (B) an assessment of the need to rebuild those facilities and installations to the same specifications; and (C) informed by the demonstrated capabilities of Iranian strikes-- (i) an initial determination of the resilience of each such facility and installation; and (ii) a recommendation with respect to whether the facility or installation should be rebuilt at its existing site, a new location, or not rebuilt. ______ Referenced legislation: S4784
