Mr. KELLY (for himself, Mr. Warnock, and Ms. Warren) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle G of title X, add the following: SEC. 1094. NOTIFICATIONS TO CONGRESS OF ARRESTS OF MEMBERS OF THE ARMED FORCES BY DEPARTMENT OF HOMELAND SECURITY. Not later than 24 hours after learning that a member of the Armed Forces, or a family member of such a member, has been detained by a component of the Department of Homeland Security, the Secretary of Defense shall notify the Committees on Armed Services of the Senate and the House of Representatives of the detention. ______
