Congressional Record, Volume 172 Issue 146 (Wednesday, September 16, 2026) [Congressional Record Volume 172, Number 146 (Wednesday, September 16, 2026)] [House] [Page H5961] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] CELEBRATING HISPANIC HERITAGE MONTH (Mr. KENNEDY of New York asked and was given permission to address the House for 1 minute and to revise and extend his remarks.) Mr. KENNEDY of New York. Mr. Speaker, I rise today to celebrate Hispanic Heritage Month and the vibrant Hispanic community in western New York. For 16 years, the Hispanic Heritage Council of Western New York has worked to foster understanding and appreciation for our Hispanic community, honoring the generations who came before while celebrating the people who continue to shape our future. Under the leadership of my dear friend Cas Rodriguez, president of the council, they have championed the preservation and celebration of Hispanic culture. That work is building toward something truly special: the first Hispanic Heritage Cultural Institute in upstate New York. This institute will be a place where history is preserved, culture is celebrated, and young people can learn from the stories and achievements of those who came before us. I thank the Hispanic Heritage Council and everyone working to bring this vision to life for strengthening the fabric of western New York. Happy Hispanic Heritage Month. ____________________
