Ms. BLUNT ROCHESTER submitted an amendment intended to be proposed by her to the bill S. 331, to amend the Controlled Substances Act with respect to the scheduling of fentanyl-related substances, and for other purposes; which was ordered to lie on the table; as follows: At the end, add the following: SEC. 8. CONTINGENT EFFECTIVE DATE. Notwithstanding section 7(a), this Act and the amendments made by this Act shall not take effect until the Secretary of Health and Human Services certifies that the grant program for State and Tribal response to opioid use disorders under section 1003 of the 21st Century Cures Act (42 U.S.C. 290ee- 3a) is funded at an adequate level, not less than the amount made available for such program for fiscal year 2024, to address the incidence of opioid use disorder in all 50 States and the District of Columbia. ______
