Mr. HAWLEY submitted an amendment intended to be proposed by him to the bill S. 331, to amend the Controlled Substances Act with respect to the scheduling of fentanyl-related substances, and for other purposes; which was ordered to lie on the table; as follows: At the end, add the following: SEC. 8. REPORT; AUTHORIZATION TO IMPOSE ADDITIONAL DUTIES. (a) Report Required.--Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the Secretary of Homeland Security shall submit to Congress a report on the amount of fentanyl and fentanyl-related substances that crossed the southern international land border of the United States during the year preceding submission of the report. (b) Authority to Impose Additional Duties.--If, in any report submitted under subsection (a), the Secretary determines that the amount of fentanyl and fentanyl-related substances that crossed the southern international land border of the United States during the year preceding submission of the report did not decrease relative to the preceding year, the President may impose duties on imports of goods from Mexico that are in addition to the duties on such goods in effect on the date of the report. ______
