Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: SEC. 204. PROHIBITION ON USE OF FUNDS FOR IMMIGRATION ENFORCEMENT ACTIONS AGAINST VETERANS AND SPOUSES OF ACTIVE DUTY MEMBERS OF THE ARMED FORCES. None of the funds made available by this or any other Act may be used to place in detention, remove from the United States, or refer [[Page S2586]] for a decision with respect to whether to initiate removal proceedings or initiate removal proceedings against, any veteran or the spouse of any active duty member of the Armed Forces unless the veteran or such spouse has been convicted of a violent crime. ______
