Mr. Speaker, I ask unanimous consent that the Committees on Appropriations and Budget be discharged from further consideration of H.R. 7481, the Department of Homeland Security Appropriations Act, 2026, and ask for its immediate consideration in the House. The SPEAKER pro tempore. Under guidelines consistently issued by successive Speakers, as recorded in section 956 of the House Rules and Manual, the Chair is constrained not to entertain the request unless it has been cleared by the bipartisan floor and committee leaderships. Parliamentary Inquiry Mr. HOYER. Mr. Speaker, I have a parliamentary inquiry. The SPEAKER pro tempore (Mr. Crank). The gentleman will state his inquiry. Mr. HOYER. Mr. Speaker, am I to take from the definition that you gave as to why you could not accept the gentlewoman's unanimous-consent request that the majority has not agreed to funding the balance of the DHS bill other than CBP and ICE? The SPEAKER pro tempore. As indicated in section 956 of the House Rules and Manual, it is not a proper parliamentary inquiry to ask the Chair to indicate which side of the aisle has failed under the Speaker's guidelines to clear a unanimous-consent request. Mr. HOYER. I thank the gentleman, and we are not objecting. ____________________
