Mr. LUJAN submitted an amendment intended to be proposed by him to the concurrent resolution S. Con. Res. 33, setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; which was ordered to lie on the table; as follows: At the end of title III, add the following: SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO ENSURING FEDERAL AGENCIES MAINTAIN SUFFICIENT STAFFING TO FULFILL GOVERNMENT-TO-GOVERNMENT CONSULTATION OBLIGATIONS WITH TRIBAL NATIONS DURING PERMITTING AND ENVIRONMENTAL REVIEW PROCESSES. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to supporting dedicated Tribal liaison and consultation staffing at Federal agencies, including the Forest Service, the Bureau of Land Management, the Corps of Engineers, and the Environmental Protection Agency, to ensure those agencies can fulfill their government-to-government consultation obligations under section 306108 of title 54, United States Code, the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), and executive trust responsibility requirements without those obligations being compromised by staffing reductions or resource constraints, with priority given to agencies with active permitting dockets in regions with significant Tribal land and cultural resource interests, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over the period of the total of fiscal years 2026 through 2035. ______
