FREDERICA S. WILSON of florida in the house of representatives Monday, July 13, 2026 Ms. WILSON of Florida. Mr. Speaker, I rise today to recognize and honor Reverend Canon Richard Livingston Marquess-Barry for his distinguished service in Miami Dade County. Reverend Canon Richard Livingston Marquess-Barry is the Rector of the historic Saint Agnes' Episcopal Church. He has served as a priest for over 40 years and has served as Saint Agnes' Episcopal Church's leader since 1977. Since taking leadership of the Church, Canon Marquess-Barry has piloted many community service initiatives. Reverend Canon Richard Livingston Marquess-Barry along with the Church formed the Saint Agnes' Rainbow Village Development Corporation, a non-profit organization that serves low-income families in the Overton community. Canon Marquess-Barry is not only a community activist, he is a renowned scholar as well. Canon Marquess-Barry has served as a Visiting Fellow at both Oxford University and the University of Munich. He was also awarded a Doctor Humane Letters degree in 1995 by Barber-Scotia College. Canon Marquess-Barry was born and raised in Miami Dade County. After graduating from Miami Northwestern Senior High School in 1958, Canon Marquess-Barry chose to pursue higher learning at Saint Augustine's College, American University, Virginia Theological Seminary, and Emory University. Reverend Canon Richard Livingston Marquess-Barry is an ordained priest of the Episcopal Church and is invested as an Honorary Canon at the African Orthodox Church and Trinity Episcopal Cathedral. Together with his wife Virla Rolle, Canon Marquess-Barry is the parent of one daughter and grandparent of two grandsons.
