Mr. LANKFORD submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1271. LIMITATION ON USE OF WAIVER AUTHORITY FOR TRANSFER OF F-35 AIRCRAFT TO TURKEY. (a) In General.--Notwithstanding any other provision of law, the waiver authority under section 1245 of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92; 133 Stat. 1659) may not be exercised until the date on which the Secretary of State, in consultation with the Secretary of the Treasury, certifies to appropriate committees of Congress that Turkey has ended forms of support for foreign terrorist organizations. (b) Definitions.--In this section: (1) Appropriate committees of congress.--The term ``appropriate committees of Congress'' means-- (A) the Committee on Foreign Relations of the Senate; and (B) the Committee on Banking, Housing, and Urban Affairs of the Senate. (2) Foreign terrorist organization.--The term ``foreign terrorist organization'' means any organization designated by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (8 U.S.C. 1189). (3) Support for terrorism.--The term ``support for terrorism'' includes-- (A) materiel transfer to designated individuals; (B) use of domestic financial institutions to transfer funds to designated individuals; and [[Page S3561]] (C) harboring of individuals designated for terrorism. ______
