MR. BLUMENTHAL submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. PUBLIC AVAILABILITY OF DEPARTMENT OF HOMELAND SECURITY USE-OF-FORCE POLICIES AND MANUALS. Not later than 30 days after the date of the enactment of this Act, the Secretary of Homeland Security shall make available on a publicly accessible website of the Department of Homeland Security all policies and manuals of the Department of Homeland Security relating to the use of force. ______
