Mr. SCHIFF submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: Sec. 204. No funds made available by this Act may be used by Department of Homeland immigration officials to conduct enforcement actions against any individual solely based on information contained in, or derived from, the Systematic Alien Verification for Entitlements database without a judicial warrant. ______
