Mr. PADILLA submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. PROHIBITION ON USE OF FUNDS. Notwithstanding any other provision of law or national emergency declaration, no funds shall be used for any activity in which Federal law enforcement, intelligence, or military personnel violate any State or Federal law that applies to an election (as defined in section 301(1) of the Federal Election Campaign Act of 1971 (52 U.S.C. 30101(1))), including any State or Federal law preventing voter intimidation or interference with an election, preventing the imposition or attempted imposition of any regulations for conducting an election different from those prescribed by law, or restricting presence at polling places, election offices, or locations where vote canvassing, counting, or certification occurs, or other locations where an election is held. ______
