Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Thune (for Mr. Graham) to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. PROHIBITION ON USE OF FUNDS FOR DEPLOYMENT OF ARMED FORCES FOR DOMESTIC LAW ENFORCEMENT. None of the funds appropriated or otherwise made available by this Act may be used for the deployment of the United States Armed Forces for use in, or as a support function to, domestic law enforcement purposes without a written request of the Governor of a State (or the Mayor, in the case of the District of Columbia) or the invocation of chapter 13 of title 10, United States Code (commonly known as the ``Insurrection Act''). ______
